The Meaty Machine design process involves creating an initial state, converting 0 to 1 and 1 to 0, and then reaching the next possible state. For 2's complement, the machine starts at state A, with n zeros, and then transitions to state B. In state B, input is zero, output is 1, and output is 0, setting state B as the final state.
