After seeing some comments still
After seeing some comments still having issues, I decided to make some split screen characters and test out every character possible. Each character had their own obstacles and consistency problems when it comes to timing or momentum with rocket boosting. Fl4k couldn't even fit in the pipe at all as far as I could tell. I wanted to make a simpler solution for every character if possible. So I dove back into it with Zane/Fl4k to see what they can and can't do. I already knew about the tower climb before from my original experimenting, but didn't find anything to obvious the first time. I ended up just blasting myself off the edge randomly looking for any type of boundary push or sign of entry. Eventually I went back to Moze because she's more nimble. I ended up finding whats in the video by accident when launching myself off the side of map. and getting stuck in an invisible rock. After some exploring I found a path that took me all the way to the main area, and then realized the ceiling was not actually there (making entry much easier and available to all characters).
Appreciate all the comments and I hope this will help everyone who just wants a way past this bug. I tested this with all characters and a default pistol so I can confidently say this will work for any character. It is more difficult than my other video, but with some effort and parkour skills... you will prevail.
If you run into any issues just let me know in comments (happy to help if I can). You might even be able to invite one of your more nimble friends online to do this for you and open the door from the other side.

Other Info:
(Use any abilities with speed and make sure to equip one of the lighter weapons like a Pistol or Smg for anyone who has trouble pulling off the jumps. Fl4k has a very small window for mistake because of height so keep that in mind. If you can't see the jumps, then try adjusting tv/monitor/console contrast/brightness, as well as in game settings.)
