GoPro Hero 9 Not Turning On!

GoPro Hero 9 Camera does is not always turning on on after charging via a wall charger via USB? Are both LEDs on solid and will not turn off? After one week of ownership this has occurred twice on my GoPro Hero 9. This video illustrates issue to new GoPro owners and how to resolve it.
