Tell me what to do with this garden?!?! Budget garden makeover uk

I have this bare area in my garden and for years I have had no idea what to do with it. There is limited sunlight, no flower beds or access to the ground, just tarmac and patio paving. PLEASE give me any ideas or advice you might have to help me make this part of my garden into my  English cottage garden dream! The more budget friendly the better! Thank you in advance!
