The implication of gazetted officers signing with green ink pen is to certify that an officer of official gazetted rank has signed it.  Even in private companies, a high official who verifies an official document also signs in green ink.  It means that he is the highest officer in that department in that organization.  Signing with green ink implies that the official is authorized to sign the document on behalf of that department or organization.  Another common thing is that the signature color of the green ink does not come out well in the Xerox.  So it is easy to understand whether it is really original or a duplicate just by looking at it.
