The rate controls can be confusing. However, if you are currently using CQP or VBR and are experiencing lag when video editing, you might wanna switch to CBR. This is what we experiment with in this video.

For this I recorded 1440p 60fps (HEVC) at
20,000 kbps CBR
24 CQP
