The Australian Foreign Editor Greg Sheridan says after fighting to achieve equal status for all Australians, the government is now taking a step back by defining Australians on the basis of their race in terms of their "civic status."
"I think that's wrong in principle," Mr Sheridan told Sky News host Rita Panahi.
"The people who will be damaged by it most overtime, are Aboriginal Australians because they will be in 'prison' in a racial identity.
"Where as human beings transcend race."
