Pencil2D is a free, open source 2D drawing and animation program. It is easy to learn and use, and is great for beginners.

With Pencil2D, you can draw your own frame by frame animation, using the mouse and keyboard, or using a drawing tablet. You can also download artwork and image and import them to use in your animation. You can add sound and music to your animation, control (and keyframe) the camera viewport, and work with multiple raster and vector layers.
