«ماهی بادکنکی»، که قهرمان اصلی
«ماهی بادکنکی»، که قهرمان اصلی داستان این انیمیشن است در دهکده‌ای زیر آب زندگی می‌کند و به خاطر هوش زیادش، رهبری گروه را به عهده دارد. در هر قسمت، توسط شخصیت منفی داستان یعنی غول ماهی مشکلاتی پیش می آید که ماهی بادکنکی به همراه دوستانش این مشکلات را رفع می‌کنند.
این انیمیشن با تکنیک سه‌بعدی ساخته می‌شود و فضایی فانتزی و تخیلی دارد و از رنگ‌های شاد و جذاب در گرافیک و طراحی بصری آن استفاده شده است. نی‌نی بال (خواهر کوچک ماهی بادکنکی)، اره ماهی (مجسمه‌ساز و هنرمندی مودب)، جیز ماهی (همیشه دنبال کشف اجسام)، سبیل ماهی (با نمک و چاق) و دیو ماهی (برادر غول ماهی) از دیگر شخصیت‌های کارتونی این مجموعه هستند. در این انیمیشن، پدر سبیل ماهی، پلیس است و پدر نی‌نی‌بال نیز در نقش آتش‌نشان ظاهر می‌شود.
