(27 Mar 1998) English/Nat The U-S has called for improved Latin American democratic and judicial systems ahead of next month's Americas Summit in Chile. Attorney General Janet Reno was among those who set the challenge when speaking at the Inter-American Development Bank Conference in Washington D-C, U-S, on Thursday. The challenge has been set for countries across Latin America prior to next month's pan American Summit in Chile. U-S speakers at the Inter American Development Bank in Washington D-C on Thursday issued calls for greater democracy and justice. The summit is the most comprehensive regular gathering of American heads of state. It last met four years ago in Miami where the so-called first-generation of Latin American reforms were agreed - to nurture democracy and an open market. SOUNDBITE: (English) "We are trying to help and to support countries in one of the most important areas that Latin American countries face, in order to accelerate the process of economic development and create an environment which provides the necessary judicial independence and efficiency." SUPER CAPTION: Enrique Iglesias, President of the IDB Next month's summit is expected to launch the 'second-generation' of reforms. SOUNDBITE:(English): "I met the Attorney General four years ago at the Miami Summit of the Americas, in your home town. We affirmed the first generation of reforms: democracy and open markets. In three weeks from now, in Santiago, Chile, we will turn in what is called the second generation of reforms. Deepening democracy and strengthening our respective democratic institutions. And we will, and should, pay particular attention to strengthening and reforming our systems of justice." SUPER CAPTION: Mack McLarty, U-S Presidential Counselor McLarty also appealed for Latin American democracy and justice on the grounds of trade and investment. SOUNDBITE:(English): "And I have seen throughout our hemisphere that countries with the strongest judicial systems attract the greatest amount of both internal and foreign investment." SUPER CAPTION: Mack McLarty, U-S Presidential Counselor The I-D-B has strong financial ties in Latin America, and is heavily involved in the development of access to primary education. SOUNDBITE:(English): "Next month in Santiago we will strengthen our democratic institutions and in particular these institutions of justice. We will also expand, I think in a dramatic way, access to primary education which the IDB and the World Bank are so strongly and intricately involved. We will work to reduce poverty which President Iglesias spoke so passionately and eloquently about in the recent meeting in Cartagena, Colombia. And we will launch comprehensive and credible negotiations for a free trade area of the Americas, and we will also work to improve cooperation in health care, the environment and many other regional issues." SUPER CAPTION: Mack McLarty, U-S Presidential Counselor McLarty's comments emphasize the need for cooperation throughout Latin America and mark a new phase of the region's development. SOUNDBITE:(English) "We must come together to talk about how we deny safe havens to criminals who hide behind national borders and make sure that they understand there is no safe heaven that they would be brought to justice in the jurisdiction where justice requires that they be prosecuted."
