First off, you'll need a Dorm room 114 key. It can be found on Scavs, in Drawers or just be bought on the flea-market, as well as having a chance to spawn in a specific jacket in the trunk of a car at the military checkpoint on Customs.
After obtaining the key, go to the two-story dorms building. On the first floor, room 114 can be found. Upon unlocking the door, you'll find the Carbon case on the safe.
