OECD vs UN: who should make the rules?

You may have heard all the fanfare about a new global tax deal recently. People who care about justice were not impressed, however, as the new agreement will do very little to help poorer nations. For some time now civil society organisations have been demanding that talks over international taxation issues should happen at the United Nations instead of the OECD. But what is the OECD?
