Remove any screen protector or case from your iPhone and force reboot it by pressing volume up button than volume down button and than press and hold power button to force reboot your iphone.
In other way you have to restore the iPhone using iTunes.
Put iPhone into the DFU Mode and restore it from iTunes:
To do so follow these steps
1. Connect iPhone Lightening cable to your phone and PC/Mac.
2. Press Volume Up Button
3. Press Volume Down Button
4. Press And Hold Power Button until you see your iPhone showing connect to iTunes screen
5. Open iTunes into your PC/Mac click on Restore
6. Click on Download & Restore wait for process.
Check if your iPhone touch screen is working.
