Manchester ship canal-Mystery submarines and rocket fuel

A short investigation about 3 Royal navy submarines that came into the Manchester ship canal in the late 60s. Why where they here? I may be wrong,but were they just flying the flag? Maybe they were loading up with HTP from Laporte chemicals or unloading unused stock as the subs were not long for retirement. It is believed that it was HTP stored in drums that sunk Russian sub Kursk,first leaking causing fire then explosion.  Please enjoy-Andy.
