Joining M6 motorway from the M5 - The traffic has stopped - Why ?.

Highways Agency Officers recovering a vehicle from the hard should as the M5 motorway joins the M6 in the Midlands, UK.  The M5 has two slip roads onto the M6 at this point and the one nearest the hardshoulder is coned off.  So why close the whole of the M6 motorway ?

Then have speed restrictions after the incident !
