The central topic and keyword for understanding the period is Jōi (expelling the foreigners) which has been rendered as “expulsionism”. Japan had existed successfully for 250 years since 1603 with minimal intervention and contact with foreigners, so the arrival of US Commodore Perry in 1853 was a shock to the system and policy of Sakoku (closed country), though many Russian ships had been coming to Japan in the fifty years before that.
