The WSDS 2019 Plenary Session on Innovations in Climate Finance to Achieve Scale, Speed and Impact was held on 13 February 2019 at Stein Auditorium, IHC, New Delhi.
The session was chaired by Mr Dipak Dasgupta, Distinguished Fellow, TERI.
Speakers included Mr John Roome, Senior Director, Climate Change, World Bank;
Mr H R Dave, Deputy Managing Director, NABARD;
Ms Laurence Tubiana, CEO, European Climate Foundation;
Mr Yvo De Boer President, Gold Standard Foundation;
Ms Preety M Bhandari, Director, Climate Change and Disaster Risk Management Division, Sustainable Development and Climate Change Department, ADB

The session highlighted the need to create more space to get high quality finance through innovation in order to have an impact. Development and climate are strongly related. If either of them is ignored, there is a risk of having both high poverty and low economic growth. Mr John Roome discussed about the urgency and need to aggregate finance at a global level while Mr H R Dave gave a brief about the domestic perspective highlighting the huge action needed specifically on climate adaptation.
Ms Laurence Tubiana suggested that transparency and trust are vital to build the confidence of private investors. She also mentioned that a systemic change is needed to shift from a fossil fuel to a low-carbon economy. Mr Yvo De Boer spoke about how risks, rate of return, and size of market are important to determine the impact of finance. Ms Preety M Bhandari emphasized on ADB’s three- pronged approach on climate finance which focussed on importance of concessional financing, mobilizing markets, and inducing private sector investments.
