You need to have a Oracle account for downloading the Software from Oracle Site

Later Install Oracle Database 11G Software as steps shown in the Video.
Finally, CONFIGURE the Oracle Database with SQL Developer Application, which is a STANDALONE Application.
For this, You can CLICK on the below Google Drive Link, I have Downloaded and Uploaded the Oracle SQL Developer Software,
