BARCS tries new foster program to ease burden on shelter

For the first time in more than a decade, the Baltimore Animal Rescue and Care is having to euthanize adoptable animals for space.  After months of putting out all calls for help, the BARCS organization has been forced to make tough decisions. Just this week a six-month-old puppy named "Orchard" was brought to BARCS for emergency treatment for burns. She is making progress but the situation at the shelter has hit a breaking point.
