Toronto Police Chief Mark Saunders held a briefing on Thursday and began by addressing events that have taken place in the past several days, referencing protests over the death of George Floyd, a Black man who died in police custody in Minnesota, and separate protests over the death of Regis Korchinski-Paquet in Toronto just over a week ago, saying it had shown "the time is now over for incremental change."

Saunders spoke about the controversial knee-to-neck restraint and stressed that it's a technique not used by members and they were trained in knee-to-belt line restraint and how to minimize loss of life in all situations.

The police chief also addressed some calls to "defund" the service's $1 billion budget by taking some of the funding for police enforcement and instead giving it to mental health organizations. He said there was value being provided by Toronto police and called for a broader dialogue about equality. He added that they need other agencies to help "offload those responsibilities" of helping the high risk and at risk populations and "until then it would be naive" to reduce police officers or the force's budget.

He also addressed planned protests to take place this weekend and said they have plans in place and resources ready to manage the expected demonstrations.
