The Mil - Tec military poncho, is a very versatile poncho. It can be used as a temporary shelter, with hiking poles or the nearest tree. It has press stud fastening and also cords, that help in erecting as a shelter. There are no sleeves as such, only gaps between the studs for your arms.

On a warm day I don't see the arms as a problem. In cold wet weather you would need arm protection. The poncho would be used with rain pants to protect your lower legs. This poncho does a good job. It's very adaptable and I can see why it would be used in the military.
