So... How Good Are the New Artifact Mods?

Act 2 of Destiny 2 Episode 1 dropped today!  And with this new act in Destiny 2, we get new content,  including new Artifact Perks!  Including:  Anti-Barrier Sniper Rifle, Authorized Mods: Scavenger, Incendiary Rifle Rounds, Solar Fulmination, and Sniper's Meditation!  At reset today I did live Artifact testing to get all the #'s i could on these new artifact perks, and see how good they are.  Here's my official review!
