In this issue, Moira MacTaggart tells Cyclops and Wolverine that Prof. X is dying and that he wants Magneto to take over as headmaster of the school; in Washington D.C., Mystique and Val Cooper agree to the Brotherhood of Evil Mutants becoming Freedom Force in the employ of the US government; meanwhile, Rachel Summers visits her grandparents' house while they are away, and accessing the essence of her mother, Jean Grey, in the holempathic crystal, she decides to take on the name, mantle, and powers of the Phoenix; in Washington D.C., Magneto and Kitty Pryde are visiting the Holocaust Memorial Centre, when Freedom Force attacks in order to arrest Magneto; the X-Men arrive to battle Freedom Force; but Magneto gives up and decides to stand trial!
