Manila Bay Megaprojects Update

The Philippine Reclamation Authority (PRA) approved the resumption of two reclamation projects in Pasay City, amid a standing order to suspend ongoing reclamations in Manila Bay.

The projects allowed to continue are the 265-hectare Pasay Harbor City reclamation project by Pasay Harbor City Corporation (PHCC) and SM Prime Holdings’ 360-hectare Pasay reclamation project.

The PRA announced the possible resumption of at least two reclamation projects in Manila Bay: the 90-hectare reclamation in Bacoor City and the reclamation for expanding a fish port complex in Navotas City.


The DENR is currently assessing all reclamations in the Manila Bay area for its cumulative impact on the environment.

Though they are to resume it will continue to monitor the projects’ compliance to existing laws, ECC, and AC.

Permission to proceed is contingent on the results of the ongoing cumulative impact assessment being conducted by DENR.

New Projects allowed to continue.
These include the 90-hectare Bacoor Inner Island Project, the 15-hectare Navotas Fish Port Complex, and the 650-hectare Navotas Coastal Bay Reclamation and Development Project. PRA added that the 148-hectare Manila Solar City Project was issued a notice to proceed.
