Underwater Ram Pump Pressure

Will the ram pump work underwater? Does sinking the pump underwater increase the head pressure? Will Seth be eaten by a shark? The pressure difference can tell if the pump is gaining more head pressure or if the hydrostatic pressure on top of the pump negates the extra head pressure.
