Turn off Default Beep On Windows

How to turn of computer system sound when using keyboard shortcuts in Premiere Pro and other applications. There is a system sound that plays when the "alt" key is pressed. Turning off this system sound, prevents keyboard shortcuts that use alt or ctrl from playing a sound.
