Norilsk is a city of regional subordination of the Krasnoyarsk Territory. It is located in the north of the region south of the Taimyr Peninsula, about 90 km east of the Yenisei and 1500 km north of Krasnoyarsk, 300 km north of the Arctic Circle and 2400 km from the North Pole. Norilsk is subordinated to the urban-type settlement of Snezhnogorsk, which arose in 1963 as a settlement of builders of the Ust-Khantai hydroelectric power station.
Norilsk and its surroundings belong to the regions of the Far North. Norilsk has an extremely harsh subarctic climate (according to the Köppen classification, it is transitional from subarctic (Dfc index) to Arctic (ET index)). It is one of the coldest cities in the world, significantly colder than Murmansk, located almost at the same latitude.
The national composition of the city's population is diverse. The most numerous ethnic and cultural groups of the population as of 2010 were Russians, Ukrainians, Azerbaijanis, Tatars, Lezgins, Chuvash, Bashkirs, Belarusians, Ossetians, Nogais, Kazakhs[3]. Currently, the population of Norilsk consists almost entirely of people who moved to the city in the second half of the XX century and their descendants, but the descendants of prisoners who were amnestied in 1953 still live in the city. There are few representatives of indigenous nationalities — Nenets, Ents, Nganasan and Dolgan — in the city.
In 2021, the Government of the Russian Federation, the Krasnoyarsk Territory, Norilsk and Norilsk Nickel approved projects for the development of the city until 2035 with a budget of 120.1 billion rubles (24 billion from the treasury, 14.8 billion from the budget of the Krasnoyarsk Territory, 81.3 billion from the funds of Norilsk Nickel. The projects include renovation of the housing stock, repair of infrastructure, relocation of residents to areas with favorable living conditions. As of January 1, 2021, 8064 families of Norilsk residents and Dudin residents purchased apartments and moved to the mainland. By 2035, it is planned to build 100 new houses with a total area of 400 thousand square meters. m. and a number of socially significant objects. In March 2023, Vladimir Potanin, President of Norilsk Nickel, announced that the renovation of the city was ahead of schedule.
To ensure the production of non-ferrous metals in the Norilsk industrial district, there is all the necessary infrastructure: electric power, hydropower, industrial construction and production of building materials, repair and service enterprises.
The power supply is carried out from Norilsk CHP-1, CHP-2, CHP-3, located in different districts of the city. The main consumers of electricity are the industrial enterprises of Norilsk Nickel, to which the CHP plants belong.
Air traffic is carried out through the airport "Norilsk (Alykel)", located thirty-five kilometers west of the city center. In 2005, a large-scale reconstruction of the airport began, during which by 2008 the passenger terminal building was renovated according to modern international standards.
Fixed-line communication to the population and organizations is provided by MTS, Norilsk Telecom, NN-Infocom, Rostelecom.
Cellular communication in Norilsk began to develop relatively late: the first operator, Yeniseitelecom, began providing services in December 2001. Currently, there are four mobile operators operating in the city: Yeniseitelecom (since 2001, since 2012 — under the Rostelecom brand, since July 31, 2015 — Tele2 Russia), Beeline (since 2002), MTS (since 2003) andMegaFon" (since 2006). All of them, in addition to GSM communication, also provide third-generation services in UMTS standards (Beeline, MTS and MegaFon, Tele2 Russia) and IMT-MC-450 (Tele2 Russia). All mobile operators, except MTS, built their networks independently from scratch. MTS entered the Norilsk market as a result of the purchase of Sibcellenge LLC (the Taimyr Telephone (TT) brand) in 2003.
