The Story Begins in a Forest Without Rain is located at Forest of Blessings, in the nation of Simulanka. Open the strange book on top of a table in Mondstadt, just northwest of the waypoint in the middle of the city. The book can be found behind the house, where Timaeus and the Alchemy's Crafting Bench are located.
