Runes have been the key change brough to Vanilla WoW through Season of Discovery, and whilst many of them have completed revamped classes... others have fallen short.
Whilst its going to be a very difficult task to make every rune have its time and place, some of them have just underperformed from the get-go and I don't see that changing anytime soon.
