How to quarantine non compliant apps in microsoft centre of excellence starter kit?

This video demonstrates the process of quarantining the app within your tenant, if it remains non-compliant for sufficient period of times.

Quarantining of app is done as a result of following actions - retiring of apps, mark for deletion apps, apps with no purpose, app with no ownership, test or demo apps not adding values, suspicion-based apps, non-compliant apps etc.
