Leaking water shut off valves are a very common problem that is usually very easy to fix in a matter of a few minutes with a wrench and pliers. If that doesn't make the repair you can also try to add new packing tape behind the packing nut. Once compressed behind the packing nut your leak has a very good chance of stopping.
