This video shows how to remove the VSV (VSV for EGR) on the '96 - '00 Rav4.  The VSV is in a hard to reach place: you can just disconnect the blue electrical connector and the two hoses and leave your old VSV where it is if you can't reach the bolt.  You can then mount your new VSV in a different location on the firewall which is easier to reach.  This videos shows how to remove the VSV and how to mount it to the new location.

09:14  Locate the VSV using the vacuum hoses
09:50  Recommended to remove passenger side tire on 4WD for better access

11:12  Decide if you'll just leave old VSV in place, or try to remove it.
If you're leaving the only VSV in place, skip ahead to 20:30 to see the hose removal and then bench testing.

If you're removing the old VSV:
12:45  Remove transfer case dipstick
13:00  Disconnect tie rod end for more access if needed
14:56  Remove 12mm mounting bolt (firstly trying a little Gearwrench mini #85035, but failing)
16:30  Next trying a ratchet and failing again
17:33  Fitting an air ratchet in this tight space, air ratchet did the trick
19:57  Air ratchet and extension setup
20:29  Remove hoses from VSV
20:51  Remove hose bracket bolt
21:39  Disconnect hoses from Vacuum Modulator and EGR Valve

23:12  Bench testing the VSV
23:29  Resistance Tests
24:54  Flow Test
25:22  Switching Test
26:50  Test for leaks
28:43  VSV part numbers (Toyota #90910-12100 or Aisin VST-034)

29:06  Install VSV to new location on firewall (bolt is M6 x 1.00, about 15 mm long)
29:45  Remove battery and tray for better access
30:29  Bend tap on VSV bracket for better fit
30:42  Move blue electrical connector over towards firewall
31:33  If you have ABS, remove the 10mm bolt on the brake line bracket
31:47  Mount VSV in new location
32:15  Position and connect hoses to VSV
34:55  Modify hose bracket for better fit
36:37  VSV in place, in new location
38:07  Reinstall battery tray and battery
39:22  Reinstall 10mm bolt on back of engine and other bolts under engine
40:36  Replace transfer case dipstick
40:40  Reconnect tie rod end (17mm castle nut torque is 36 ft-lbs) and wheel (lug nuts: 76 ft-lbs)
41:36  Final check on hose and electrical
