In this video we went over optimal settings for lower temperatures for a RX 570/RX 580 video card.
Here are the settings:
State 7: Core Clock: 1200Mhz - Core Voltage: 960Mv
State 6: Core Clock: 1190Mhz - Core Voltage: 955Mv
State 5: Core Clock: 1180Mhz - Core Voltage: 950Mv
State 4: Core Clock: 1156Mhz - Core Voltage: 945Mv
State 3: Core Clock: 1088Mhz - Core Voltage: 940Mv
State 2: Core Clock: 994Mhz - Core Voltage: 935Mv
Leave state 1 and 0 as default.
These Settings should give you much lower temperatures in game.
