A GFCI Protected Generator that keeps tripping is so annoying!  Thankfully, it can often be a SIMPLE fix if you know what's happening inside.

One of the most common reasons for a GFCI protected generator that keeps tripping is that the generator is bonded (the neutral and ground are physically linked) while it is backfeeding a house that is also bonded.  

Having two bonding points in a system creates alternate paths back to the source (the generator) and some of the current will travel back on the neutral (through the GFCI breaker) and some will travel back on the ground and bypass the GFCI breaker.

Since a GFCI works by tripping if there is an imbalance of current between the outgoing and returning lines, the GFCI breaker will always trip immediately upon hookup.

This can fixed by removing the bond on the generator (leaving the one on the house intact).  It's typically a jumper wire under the alternator cap, but please consult your generator's manual, the manufacturer, or your local licensed electrician.  

With the jumper removed, the generator only has one path back to the source for a normally functioning circuit, and the house's bond still provides an emergency path back to the source if there were to be a ground fault.
