4 Star characters in gacha games are naturally meant to be less powerful or efficient as 5 Stars to offset their lower rarity, but most well designed gachas find a way to retain their usefulness in any possible way. Genshin faces a growing issue where many 4 stars (not all, but many) aren't necessitated in any way, causing many of them to be neglected or not invested in.
