Yotsuya Fire Station responding for a fire call. The first engine to leave was actually from the neighbouring Shinjukugyoen Fire Station, and is an "A-One Fire Unit". Even their bunker gear are a different colour to differentiate themselves. The subsequent trucks were just regular pumps of different size. The initial dispatch was actually a preliminary/standby tone, which instructs the relevant appliances and firefighters to get ready and gear up whilst the dispatch centre gathers more information and pinpoints the exact location of the call. The tone at about 1:27 is the actual turnout order. The announcement you hear for most of the video is just a promotional/advertising van parked nearby with speakers promoting the Japanese Communist Party.
