Chester - Twirling Gouldian Finch

My gouldian male two weeks with twirling. I brought all the perches down to the bottom of the cage. The cage bottom is lined with towels to prevent him from causing any injury hitting the bottom from loosing balance. The towels are changed and cleaned with bleach every couple days. He has been treated with Medistatin (in the event this is an ear infection) and trimethoprim sulfa (if there were a bacterial infection). Neither medications have shows improvement.
