Who are qualified to manage the affairs of Allah's citi

Who are qualified to manage the affairs of Allah's cities and servants? As a conclusion, the Universe is the property of Allah, Creator and Sustainer of the worlds. None is allowed using His blessings beyond the limits set by Him. People and cities belong to Him. His Grace has supposed that they were administered by the most qualified exemplary men. It follows, therefore, that the 'uli'l-amr' whom we are commanded to obey has not gained his authority by tyranny or consensus of a majority
