The Debate - U.S. Partial Withdrawals

When it comes to the US troop withdrawal, it is never a complete withdrawal. From the recent announcements of the US withdrawal from Afghanistan and Iraq, to previous withdrawal announcements, there always appears to be a small contingent that is left over. But why? Like in the case of Iraq, which not only MPs but many Iraqis want the US to withdraw its troops from the country completely.
